A poorly designed management system slows down operations and exposes the company to legal and commercial liability. We help manufacturers build quality (ISO 9001), environmental (ISO 14001), and occupational health and safety (ISO 45001) management systems that work under real operating pressure.

Our work goes beyond documentation. We carry out gap analysis, identification of risks and legal requirements, internal audit programmes, management reviews, and corrective action frameworks. A manufacturer can implement one standard alone or integrate all three into a single system that shares document control, internal audit, and management review. We also support certified companies through the 2026 revisions of ISO 9001 and ISO 14001.

Forward C&E is not a certification body and does not issue certificates. Certification is carried out by the certification body that your company appoints. We help you prepare the documents and records and support you during the certification audit.

Our factory audit service provides an on-site assessment of manufacturing facilities. You can qualify vendors on the basis of verified facts rather than assumptions.

We conduct client representative and owner's audits that cover quality systems, process controls, health & safety, and production capability. Our auditors are industry specialists who know where the risks usually lie and which questions to ask.

PED 2014/68/EU 壓力設備指令輔導

Pressure equipment such as vessels, piping, valves, and safety accessories must comply with the Pressure Equipment Directive 2014/68/EU before it can be placed on the EU market. Many manufacturers first learn the requirements when an order arrives, and an error in classification or documentation can delay shipment by months.

We guide manufacturers through the whole compliance path. We classify the equipment by fluid group, pressure, and volume or nominal size under Article 4 and the Annex II charts, and we select a suitable conformity assessment module. We then work through the essential safety requirements of Annex I. This work covers material traceability, approval of joining procedures and personnel, NDT personnel approval, and pressure testing. We also prepare the technical documentation, the instructions for use, and the EU declaration of conformity.

Forward C&E is not a notified body. For Category II to IV equipment, the manufacturer must still engage a notified body. We prepare your team and documents before the notified body review and support you during their audits and inspections, so that the CE marking process runs smoothly.

Welding Inspection

In high-risk industries, a defective weld is a quality problem, a safety hazard, and a costly liability. Our certified welding inspectors apply deep technical expertise to every engagement and confirm that your weld quality meets the project requirements. Forward C&E holds the IWE (International Welding Engineer) qualification and reviews your welding procedures with that expertise.

Our services cover the full welding quality lifecycle, including WPS/PQR review, welder qualification testing, in-process inspection, and final acceptance. We work in accordance with AWS D1.1, ASME IX, ISO 3834, and other applicable codes, and we provide quality oversight on your behalf wherever your project is located.

Non-Destructive Testing

Defects that cannot be seen by eye are often the root cause of failures. Our NDT services detect what visual inspection misses, such as subsurface cracks, weld discontinuities, and material degradation, before these defects lead to serious incidents.

We apply a full range of NDT methods, including Ultrasonic Testing (UT), Radiographic Testing (RT), Magnetic Particle Testing (MT), and Liquid Penetrant Testing (PT). Qualified technicians perform every examination and report the results to internationally recognised standards, so you receive clear and defensible results. Forward C&E holds ISO 9712 Level 3 NDT qualification and oversees the quality of every NDT activity on your project.

Pre-Shipment Inspection & Factory Acceptance Test

Equipment that passes factory tests can still arrive on-site with missing items, transport damage, or documentation gaps. Pre-shipment inspection and FAT close that risk before the goods ever leave the factory floor.

On your behalf, our inspectors attend and witness Factory Acceptance Tests (FAT) and verify that the equipment meets the agreed specifications, performance requirements, and documentation standards. We compile a detailed punch list, track the closure of outstanding items, and confirm readiness for packing and shipment. You receive a complete record of what was accepted and on what basis, while there is still time to correct any problem.

設備通過工廠測試，不代表它能完好抵達現場。設備出貨前仍可能有遺漏項目、文件缺失或運輸損傷的風險，出貨前檢查與工廠驗收測試能在設備離廠前排除這些風險。

Buyers, regulators and EU importers now ask manufacturers for credible carbon data, and data that cannot stand up to a verifier's review becomes a commercial risk. Our carbon management consulting helps your team build that data correctly from the start.

We help you define boundaries, collect activity data, select emission factors, and calculate product carbon footprints and organisational GHG inventories in accordance with ISO 14067, ISO 14064-1, and the GHG Protocol. We also prepare the reports, procedures, and evidence files that the verification body will review, and we support your team throughout the verification. Forward C&E does not issue third-party verification statements. For buyers and owners, we can review supplier carbon data on their behalf as a second party.

Ultrasonic Test Simulator Training

超音波檢測模擬訓練

FCE developed this browser-based simulator to train inspectors in manual ultrasonic testing of welds. Trainees place a virtual angle probe on a weld cross-section, read the A-scan, size each indication and evaluate it against ISO 17640 / ISO 11666, AWS D1.1 or ASME Section V and VIII. The echo response follows the physics of beam spread, attenuation and reflector geometry, so trainees learn what causes each echo instead of simply memorizing where it appears. The interface and operating manual are available in English and Traditional Chinese.

這套模擬器由前進品質永續顧問自行開發，用瀏覽器就能操作，用來訓練焊道手動超音波檢測。學員在焊道剖面上移動虛擬斜角探頭、判讀 A-scan、量測指示的高度與長度，再依 ISO 17640／ISO 11666、AWS D1.1 或 ASME Section V 與 VIII 判定允收或拒收。回波依聲束擴散、衰減與反射體幾何計算，學員能理解回波出現的原因，而不只是記住位置。介面與操作說明書都有英文與繁體中文版本。
